The Taiwanese Infection Central Epidemic Command Center ("CECC") edited the Chinese Guidelines regarding COVID-19 (SARS-CoV-2)) on March 5, 2020 as follows.
Facing the threat of COVID-19 (SARS-CoV-2) Infection, any enterprise shall establish the epidemic prevention team and enact measurements applicable to all employees, contractors, clients, and overseas employees. The measurements shall be drilled and refined in advance and strengthened according to the situation of disease transmission.
1. Under limited community transmission:
1.1 Know the updated guidelines published by CECC or latest measurements adopted by local government.
1.2 Encourage employees who have a fever or respiratory symptoms to report their symptoms to superiors, wear medical masks, and keep distance from other co-workers in time, go to hospital, stay at home, and return to workplace only after said symptoms are gone for 24 hours or longer, without medication.
1.3 Encourage employees to wear medical masks, keep respiratory etiquette, keep distance with other co-workers, and wash hands frequently.
1.4 Adopt liberal and non-punitive leave policy to let employees stay at home to take care of themselves or their family.
1.5 Ensure soaps, clean waters, toilet papers, and/or alcohol hand sanitizers readily available in the workplace.
1.6 Clean and sanitize frequently touched surfaces like tables, desks, keyboards, phones, remote controllers, knobs, handles, and buttons or switches everyday.
1.7 Maintain efficient airflow in the workplace.
1.8 Avoid work travel to high-risk countries or zones by knowing the updated information published by CECC and adopt electronic video or telephone conference instead.
1.9 When there is any confirmed employee, disinfect the workplace entirely by a cleaning company or trained employees, equipped with full body protective clothing, every few days or everyday, if necessary.
1.10 Ensure high-risk employees, who share the same office or trace with the confirmed employee, to stay at home for more than fourteen (14) days, and if feasible, to work from home via electronic devices.
1.11 Ensure the confirmed employee to cooperate with CECC and stay out of the workplace but have epidemic prevention leaves without any punitive measurements including but not limited to deduction of holidays, salaries or bonuses, demand for overtime, or dismissal.
1.12 Cooperate with CECC’s investigation upon confirmed employee and evaluate co-workers’ risks and then adopt necessary measurements as above.
1.13 Set up back-up policy makers and key technical staffs.
1.14 Set up divided workplaces, or encourage employees to work from home via electronic devices.
1.15 Ensure multiple substitute suppliers and forwarders.
1.16 Know and apply for governmental funding or bank funding in time.
2. Under Sustained or widespread community transmission:
2.1 Know the updated guidelines published by CECC or latest measurements adopted by local government.
2.2 Monitor all employees’ and all visitors’ body temperature and respiratory symptoms and keep regular check records.
2.3 Ensure any employee who has a fever or respiratory symptoms to stay out of the workplace, go to hospital, and stay at home. Decline any visitor who has a fever or respiratory symptoms to enter the workplace.
2.4 Ensure employees to wear medical masks, keep respiratory etiquette, wash hands frequently, and keep distance with other co-workers or work in different or separate offices, or even work from home, if necessary. Cancel work related gatherings, conferences, tradeshows, etc. and use electronic devices instead.
2.5 Adopt liberal and non-punitive leave policy to let employees stay at home to take care of themselves or their family.
2.6 Ensure soaps, clean waters, toilet papers, and/or alcohol hand sanitizers readily available in the workplace.
2.7 Clean and sanitize frequently touched surfaces like tables, desks, keyboards, phones, remote controllers, knobs, handles, and buttons or switches everyday.
2.8 Maintain efficient airflow in the workplace.
2.9 Cancel non-essential work travel by knowing the updated information published by CECC and adopt electronic video or telephone conference instead.
2.10 When there is any confirmed employee, disinfect the workplace entirely by a cleaning company or trained employees, equipped with full body protective clothing, every few days or everyday, if necessary.
2.11 Ensure high-risk employees, who share the same office or trace with the confirmed employee, to cooperate with CECC’s measurements like institution quarantine, home quarantine, or home isolation, and if feasible, to work from home via electronic devices.
2.12 Ensure confirmed employee to cooperate with CECC and stay out of the workplace but have epidemic prevention leaves without any punitive measurements including but not limited to deduction of holidays, salaries or bonuses, demand for overtime, or dismissal.
2.13 Cooperate with CECC’s investigation upon confirmed employee and evaluate co-workers’ risks and then adopt necessary measurements as above.
2.14 Set up back-up policy makers and key technical staffs.
2.15 Set up divided workplaces, or encourage employees to work from home via electronic devices.
2.16 Set up training programs for employees to take over each other’s task, to face future revival of economy, and to upgrade the company’s core capabilities in relevant industries.
2.17 Ensure multiple substitute suppliers and forwarders.
2.18 Know and apply for governmental funding or bank funding in time.
