The Transnational Crime Prevention Committee of Taiwan Bar Association held the "German Practices Seminar" for anti-fruad issues on June 30, 2023. Dr. Andreas Striegel and Dr. Stephan M. Ebner, two attorneys from mainFORT in German, delivered a speech for legal issues related to payment fraud under the German legal system. The seminar, held by Hung Ou Yang, made specific suggestions for people doing international trade business, that is, adding anti-fraud provisions in contracts. Such provisions represent that the bank account for receiving payments should be clearly designated in the beginning of the transaction and cannot be changed. Any change made to the designated bank account should be further confirmed through video conferences with authorized representatives, and even lawyers should be involved. This can substantially help prevent hackers from redirecting funds to other accounts by manipulating transaction accounts after gaining unauthorized access.
Due to the increasing frequency of transnational crimes spanning different countries and jurisdictions, the impact of transnational crime extends beyond social security and may give rise to serious economic problems. This issue has already attracted attention from academia and the professional community both domestically and internationally.
The President of Taiwan Bar Association, Mei-Nu Yu, delivered an opening speech for this seminar. The Chairman of Transnational Crime Prevention Committee, Hung Ou Yang, served as the moderator, assisting interpretation throughout this great event. The seminar was held with an aim to ensure that all participants could easily benefit from the valuable experiences shared by the two German lawyers regarding the how to handle cross-border payment fraud.
